Thermal comfort and windproof
The wind makes you feel considerably colder. With an outside temperature of 0°C and 20 km/h winds, it will feel like the temperature is -10°C. "Windproof" components fight the uncomfortable effects associated with this "freezing effect. They are very effective at reducing heat loss by creating a barrier against the wind.
